USDA Loans in Pinal County, AZ: The Zero-Down Guide
Most buyers have never heard of the loan that lets you buy a home in Pinal County with zero down payment. USDA loans are built for rural areas, which means they work outside the city limits — not on in-town Casa Grande homes. If you’re open to the county’s smaller communities and rural properties, here’s how it actually works.
I’m Josh Bernal, REALTOR® with Yost Realty Group at RE/MAX Casa Grande. I’m a real estate agent, not a lender, so treat this page as education, not lending advice — a USDA-approved lender confirms your exact numbers. What I do every week is help buyers target homes that qualify.
What a USDA loan is
A mortgage guaranteed by the U.S. Department of Agriculture for homes in designated rural and suburban areas. The headline benefit: $0 down payment. You still need to qualify on credit and income, and closing costs still exist (though they can sometimes be negotiated into the deal), but you don’t need years of down-payment savings to become a homeowner here.
Where it works around Casa Grande (and where it doesn’t)
This is the part most people get wrong, so let me be direct: homes inside the Casa Grande city limits generally do NOT qualify. USDA is a rural program, and Casa Grande is too built-up. The same goes for the city of Maricopa. Where USDA does work is outside the city limits and in the county’s smaller communities — areas like Arizona City, Coolidge, Eloy, and Florence typically qualify, along with rural and unincorporated properties across the county. Eligibility is always address-by-address on the USDA map, never by town name, so before you fall in love with a house we run its exact address. It takes two minutes and I do it for every buyer working toward a USDA loan.
2026 income limits for Pinal County
- 1–4 person household: $90,300 combined annual income
- 5–8 person household: $119,200 combined annual income
These are the current guarantee-program limits and they change periodically — your lender verifies the number that applies when you apply. Note the limit counts household income, not just the borrowers on the loan.
How USDA compares to your other options
- USDA: $0 down. Address must be in an eligible area and household income under the limit.
- VA: $0 down for qualifying veterans and service members, no location restriction. If you’re a veteran, start here instead.
- FHA: 3.5% down, works anywhere, more flexible on credit.
- Conventional: as little as 3–5% down with stronger credit.
How to start (the right order)
Get prequalified with a USDA-approved lender first — I can point you to local lenders who close USDA loans regularly. Then we shop only in eligible areas so you never waste a weekend touring homes the loan can’t buy. From there the purchase works like any other: offer, inspection, appraisal, close.

USDA loan FAQs
Can I buy a house with no money down in Pinal County?
Yes, two ways. USDA loans offer $0 down for homes in eligible areas when household income is under the county limit, and VA loans offer $0 down for qualifying veterans anywhere. Closing costs still apply to both, but they can sometimes be negotiated into the deal.
Is Casa Grande USDA eligible?
Homes inside the Casa Grande city limits generally are not eligible; USDA is a rural program and the city is too built-up. Nearby areas outside the city limits typically do qualify, including Arizona City, Coolidge, Eloy, Florence, and rural properties across Pinal County. Eligibility is address-by-address, so the answer for any specific home takes a two-minute map check.
What are the USDA income limits for Pinal County in 2026?
$90,300 in combined household income for a 1-4 person household and $119,200 for a 5-8 person household. Limits change periodically and count total household income, not just the borrowers, so have a USDA-approved lender verify your numbers.
What credit score do I need for a USDA loan?
USDA doesn't set a hard minimum, but many lenders look for around 640 for streamlined automated approval. Lower scores can still work through manual underwriting. A USDA-approved lender can tell you exactly where you stand, usually in one phone call.
